After being convinced to help by the Gray-Mane family, I’ve found evidence that Thorald Gray-Mane is still alive, and is being held in Northwatch Keep.
Where is Avulstein Skyrim?
Avulstein Gray-Mane is a Nord warrior hiding out in House Gray-Mane in Whiterun.
Where do I find evidence of Thorald?
Find evidence of Thorald’s fate Go to the house of the Battle-Born clan to find what you need. The evidence will be in the form of a book called Imperial Missive, and you will find it behind the first door on the left on the desk of the locked room (expert).
Is there a way to free Thorald peacefully?
Yes, it is possible. You do need to finish Civil Wat questline on Imperial side. If you’ve done that, then after starting the quest, you go to General Tullius and ask him. He will be suspicious at first, but will give you the writ at the end.
What level should you be for Missing in Action Skyrim?

How do I meet Avulstein at Northwatch keep?
Tell him you have the proof that Thorald lives. Ask him if he is planning to assault Northwatch Keep. Tell him you will join him. He will tell you he will round up as much men as he can in Northwatch keep and to meet him there.
Why is Avulstein attacking me?
Avulstein may become hostile if the Dragonborn has a bounty on their head.
